Global Certificate Register™ (GCR)
What is Global Certificate Register™ (GCR)?
Global Certificate Register™ (GCR) is an independent online service for the technical verification and documentation of information related to educational documents and certificates, based on publicly available data.
The service provides a structured online platform where students and educational organizations can record and display verification results of facts related to education and the issuance of documents.
GCR is not an official authority, does not perform accreditation, and does not constitute a governmental or government-recognized register.
What exactly does Global Certificate Register™ confirm?
We confirm only those facts that can be established based on information provided by the customer and publicly available sources, namely:
the existence of an individual — based on the information provided by the customer;
the existence of an educational institution — based on publicly available information;
the existence of a course — based on information indicating that the course existed and was available;
the fact that a document was issued — based on confirmation that the course was completed and that a corresponding document was issued upon completion.
We do not verify the legal authenticity of documents, their governmental or official recognition, nor do we assess the quality, level, or academic value of education.
Does an entry in GCR constitute official recognition of a certificate?
No.
An entry in GCR has no legal effect and does not replace:
governmental recognition,
accreditation,
or equivalency assessment procedures.
The register is intended for informational purposes only.
How is verification performed?
Verification is carried out according to the “snapshot” principle — information is reviewed as it exists at the time of verification.
Subsequent changes (for example, the closure of a website or the termination of an educational institution’s activities) are outside GCR’s control. In such cases, the entry may remain with an appropriate notice.
What happens if verification is not possible?
If information cannot be confirmed using publicly available sources, the result is displayed as:
“Verification via publicly available sources not possible.”
This does not mean that the document is fake or invalid.
It only means that, at the time of verification, confirmation via public sources was not possible.
Who can request a verification?
A verification request may be submitted by:
the document holder,
an educational organization,
or another authorized party.
The requester confirms that they are entitled to submit the data and consent to its publication as part of the service.
What information is published in the register?
Only the minimum necessary information required to display the verification result is published.
Sensitive personal data is not published unless required and permitted by applicable law.
Is publication in the register mandatory?
No.
However, publication is an integral part of the service.
Without publication, verification results cannot be displayed in the register.
There is no entitlement to mandatory or permanent publication.
How long is the data stored?
Data is stored for the duration of an active subscription.
After cancellation or non-payment, data is deleted after three (3) months, unless otherwise required by law.
Can an entry be removed earlier?
Yes.
Entries are automatically removed after subscription termination and the expiration of the retention period.
Early removal may be possible in justified cases upon review.
Is GCR responsible for information provided by third parties?
No.
GCR relies on external publicly available sources and does not control their accuracy, completeness, or timeliness.
GCR assumes no responsibility for incorrect or outdated information originating from such sources.
Does information from GCR have binding legal effect?
No.
Employers, organizations, and authorities independently decide whether and how to use information from GCR.
GCR provides informational documentation, not legal judgments.
How can GCR be contacted?
